Describe the issue
Can you share "formula" to build runner on "vanilla" ARM64 instance ?
Similar like for X64 https://github.com/actions/runner-images/tree/main/images/ubuntu
We are using this formula to build self-hosted runners in AWS (to keep it as close as possible to GitHub hosted runners)

Additional context
We are using this formula to build self-hosted runners in AWS (to keep it as cose as possible to GitHub hosted runners), lack of formula for Ubuntu ARM64 instance force us to modify/maintain own formula.

This is the forked from https://github.com/actions/runner-images and the build process is the same. The images are built on Azure using packer. I attached a simple build script that calls packer to create an Azure VM and build the image. You can run it from the top-level directory of the repo. The result is an image in your Azure account. You need to fill in all the variables for your Azure account.

build.sh
