Change behavior of Ctrl + / commenting based on source type (fully-free, /free, or fixed)

Currently the behavior of Ctrl + / in RPGLE source members doesn't always work correctly in 2 scenarios I've found below. Everything works fine when the source is **FREE but not if the source is within a /free block or fixed format.

@chrjorgensen I believe this functionality is tied to the syntax textmate in IBM i language right?

@worksofliam I think you're right, the comment characters are defined in the language definition.

However, I'm not sure it is possible to fix this in the language definition, since /free source is a bastard of two totally different languages with different comment types... 🤔

I'm on vacation this and the next two weeks and am not able to investigate this until my return in September.

@chrjorgensen I have had a look at this and you're right the textmate syntax currently handles comments in RPG and I don't think it's possible for this to handle different styles of comments based on the context of the current RPG line.

It will be possible by adding some code to handle comments in RPG and I think the extensions should handle comments for both fixed and free format RPG. What do you think?

Would the vscode-ibmi-languages extension be the correct place for this change, adding code? It doesn't currently have any typescript code.
